I. CALL TO ORDER
Mayor Ring called the Special Meeting of the City Council of the City of

Councilmember Bouer led the Flag salute.

COUNCILMEMBERS PRESENT: Bouer, Hack, McLaughlin, Ross, Ring
ABSENT: None

IV. CITY COUNCIL
4.1 Orange County Vector Control District Proposed Increase of Annual Benefit Assessment Tax Adjustment
City Manager Keane noted that a representative from Vector Control and Councilmember Bouer, who is the city’s representative on the Board, would be available to answer questions during the discussion of this matter. She advised the Council that the Vector Control Board of Trustees will be taking action on Thursday regarding a proposed increase of $5.66 in its Benefit Assessment Tax. If the Trustees approve the proposed increase, ballots will be mailed and the balloting period will be from June 4 to July 22.
Councilmember Bouer, City representative to the Vector Control, provided background information on the proposed Benefit Assessment Tax increase.
Dana Ohanesian, Vector Control, answered questions from Council regarding the timing and cost of the ballot mailing and whether services were provided inside Leisure World.
Councilmember Hack questioned whether Council wanted a policy of instructing City Council representatives on county agencies on how to vote. He requested this be added to the April 21st Council agenda.
Moved by Councilmember McLaughlin, seconded by Councilmember Hack, and carried unanimously to direct Councilmember Bouer, Council representative to the Vector Control, Board of Trustees, to vote in favor of the proposed increase.
