I. CALL TO ORDER
Mayor McLaughlin called the Adjourned Regular Meeting of the City Council of the City of

III. ROLL CALL
COUNCILMEMBERS PRESENT: Bouer, Ring, Ross, Hack, McLaughlin

STAFF PRESENT: City Manager Keane;
City Manager Keane introduced Assistant City Attorney Lee Dolley representing City Attorney Julie Biggs from Burke, Williams & Sorenson.
IV. COUNCIL BUSINESS
4.1 Certificates of Election
City Clerk Condon reported that the canvassing of the
Moved by Councilmember Ross, seconded by Councilmember Bouer and unanimously carried to approve reading by title and waive reading of the full resolution and to adopt Resolution No. 02-42 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2002 DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW.
4.2 City Council Reorganization
Bert Hack thanked the citizens of Laguna Woods for their votes to reelect him.
Bob Ring also thanked the citizens of Laguna Woods for their votes and support.
Moved by Councilmember Ring, seconded by Councilmember Bouer and unanimously carried to appoint Bert Hack as Mayor.
Moved by Councilmember Bouer, seconded by Councilmember Ross and unanimously carried to appoint Bob Ring as Mayor Pro Tem.
Former Mayor Jan McLaughlin thanked all the Councilmembers for their help throughout her term as Mayor.
Mayor Pro Tem Ring thanked former Mayor McLaughlin for her leadership.
4.3 Building Code
City Manager Keane discussed the procedure for adopting the proposed revised Building and Fire Code Ordinances. She advised that if approved, the Public Hearing would be at the second reading of the Ordinances.
Community Development Director Barr advised the State has adopted new building standards that apply uniformly throughout
Councilmember Ross requested clarification of Building Code Section 502 Premises Identification, relating to building addresses. Staff advised that revisions are not retroactive and Assistant City Attorney Dolley concurred. Assistant Fire Marshal Cari Purkey, with the Orange County Fire Authority, also concurred that revisions are not retroactive. Staff will confirm this issue prior to the

Moved by Mayor Pro Tem Ring, seconded by Councilmember Ross and unanimously carried to approve the introduction and first reading of an ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING TITLE 8, “BUILDINGS AND CONSTRUCTION,” AND ADOPTING BY REFERENCE THE 2001 EDITION OF THE CALIFORNIA BUILDING, HOUSING, ELECTRICAL, PLUMBING AND MECHANICAL CODES WITH CERTAIN AMENDMENTS THERETO.
Moved by Councilmember McLaughlin, seconded by Councilmember Ross and unanimously carried to approve the introduction and first reading of an ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 8.12, “FIRE CODE,” Of THE LAGUNA WOODS MUNICIPAL CODE, AND ADOPTING BY REFERENCE THE 2001 EDITION CALIFORNIA FIRE CODE, AND THE 2000 EDITION OF UNIFORM FIRE CODE, WITH CERTAIN AMENDMENTS THERETO
Dick Sharp commented on the Building Code possibly affecting permits.
Councilmember Ross discussed the Orange County Fire Authority Memorial.
City Manager Keane reported that the Grant Deed for the Smith Foods Property has been signed and will be recorded by the City. She reported there were no restrictions or conditions.
Councilmember McLaughlin thanked staff for all their assistance during her term as Mayor.
