Moulton Parkway Smart Street Improvements
Laguna Woods
After twenty years of planning, construction of phase 1 of the Moulton Smart Street Project in Laguna Woods started in April 2010. Under agreements with the City of Laguna Woods, the County of Orange finalized plans and bid the project in fall 2009. Beador Construction was awarded the contract in December 2009 and is expected to finish work by the end of 2010.
Phase 1 work at the Moulton Parkway/El Toro Road intersection will add right turn lanes on three legs of the intersection, left turn lanes on El Toro Road for traffic turning onto Moulton, sidewalks in front of the Laguna Woods Village Equestrian Center arena and golf course, walls at the Equestrian Center and Laguna Woods Self Storage, a new wall and fence along the golf course, a bus turnout north of the Moulton Auto Spa car wash and landscaping inside the Village. Right of way landscaping in medians and parkways will be let under a separate contract in early 2011. Construction of a phase 2 project up to Santa Maria Avenue is dependent on acquisition of property for planned right of way improvements, including right turn lanes, extended left turn lanes, bicycle lanes and sidewalks.
Phase 1 work hours are from 7:30 a.m. to 5:00 p.m., Monday through Friday. The contractor may close up to one lane in each direction on both Moulton and El Toro during the day, but must work at night if additional lanes need to be closed. Laguna Hills
Moulton Parkway smart street improvements from west of Santa Maria Avenue (in the City of Laguna Woods) to El Pacifico (in the City of Laguna Hills) are currently underway. The project will widen Moulton Parkway to its final configuration, including sidewalks and bicycle lanes on both side of the roadway, dedicated turning lanes, raised landscaped median islands and parkway improvements. No additional thru traffic lanes will be added.
In order to minimize traffic impacts and reduce inconvenience to the motoring public, the majority of this project will be constructed during nighttime hours from 10:00 PM to 7:00 AM. Construction near residences on Ridge Route Drive and Santa Maria Avenue will be conducted before 10:00 PM.
Initial work will involve clearing the area for construction, including removing center medians and shirting traffic from the side of the street where construction is occurring.
